I have all items checked except "Astronomy".
I tried three locations just to be sure, Philipsburg, PA
Philadelphia, PA
and
Boulder, CO
None of them show "Rain chance:" or "Rain:". They DO show "Snow level: N/A" and "Daily rain total: N/A".
I can send screen captures if you have an upload spot, and need them.

I'm assuming I'm not the only person that does not know how. Could you tell me how this is done?

I've added Seattle to have a look.
This is what I've found.
1st: When I check at 11:40 hours (11:40 AM), there is no rain precipitation, therefore it will not be shown.
2nd: When I check one hour later at 12:40 hours (12:40 PM), there is rain precipitation, therefore it will be shown (53%): Furthermore I see you have the options Snow Level, Daily rain total and UV index checked.
These are all PWS options, meaning they can only be read from accessible data from a Personal Weather Station (ie in your backyard or something similar).
It looks to me you don't own a PWS, do you?

I just set YoWindow to Honolulu, Hawaii where it is raining. The data DOES indicate "Light Rain" at the top and "Rain: N/A" below. If you look at my uploaded image on this post, in the lower green area you can see rain coming down.
Should the "Rain:" not indicate a percentage in such a case?
