Selecting Cities

Android Built 1.15.3
My copy does not allow me to add an additional city or change the current ones.
I have the original 6 cities plus current location.
None of these are home, which I cannot add.
I have uninstalled and re-installed, but no change.
My tablet is the Samsung SM-T810 unit.
