Dear Don, the locations are very close to each other.
Usually season borders float from year to year.
Are you sure we need to create 2 season maps for locations that are close so much?
Season-maps is a very rough technique, we need precision on a week level.

It is the mountains that make the difference. Reno and Carson City are in the rain shadow while Truckee and South Lake Tahoe are near the summit. It's dramatic how suddenly the landscape changes from forest to desert when you travel from Truckee to Reno.
That being said, if they must share a season map then I think this would make a good compromise:
