Greetings Marty,
I am currently running the unlimited version of Yowindow build 150, and I do not see the Osaka city location even with the all locations selected. I exited the application and restarted, with the same results.
I am currently running Windows 8 Pro.

You need to scroll to the end of Japan locations.
Due to the accent mark above the 'O', it is listed at the end.
You will find it listed as Ōsaka-shi.
