This location-ID can’t be used in YoWindow, because it's an Administrative division.
Please follow these instructions http://he1.yowindow.com/forum/viewtopic.php?f=7&t=13 when asking for a new location to be added and to see what can and can’t be used.
Here you will also see the proper format.
Example:
4685617; Decatur/Texas/USA
498817; Saint-Petersburg/Russian
This way only! No text in front, nothing behind it.
