It is done when Pavel adds the location to the database; this happens usually once a week.
Pavel sends a "Done!"-post - then you can access the new location (maybe you need to refresh the locations-database from within YoWindows settings (only for the desktop-edition)
Just have a look at some of the other location-requests.
