Wrong time for Texas

Still checking through the program. Found error in time code. Time shows
correctly in screensaver and widget, but is wrong in code. Should be Central
STANDARD Time (GMT-6). Shows Central DAYLIGHT Time (GMT-5). Throws
the sunset and sunrise graphics off by 1 hour.
Is this supposed to automatically change on the appropriate date? If not, how
can I change it manually?
