I have some people that can't find their city/town in the location widget and was wondering, do I have to submit Geo Id's for those locations for them to be able to find their exact city/town ?

Yes, each town must be requested per http://yowindow.com/forum/viewtopic.php?f=7&t=13 in order to show up in the list. Several can be placed in the same request if you want to group them up for one submission. Pasha has to manually add them to the database and that format makes it a lot easier for him.
