Where can I get and how install a city which is not included in the list of YOWindow.

You have to add a request for a new location.

that way:

First choose the right sub-forum "Add location".
Then read the instructions.
All you have to do now is to write a post in the above sub-forum ("Add location") following the instructions.

Just read some of the posts there. You will have to wait a couple of days until the new location is added to the database of YoWindow. A notification is sent by the author when done.
