I think I have found a problem that jasmine32 was trying to explain.

Observed time and Forecast issued do not update on Android or iOS.
You need to drag your finger down for this time to update.

Windows and Chrome work as they should.

Example:
I enter YoWindow for the first time at 12:00.
Observed time is 0 minutes ago.
At 12:05, Observed time should be 5 minutes ago.

Windows and Chrome show Observed 5 minutes ago.
Android and iOS show Observed 0 minutes ago.
