1.27.1 Radar, non-blocking tutorial

What's new?
- Non-blocking tutorial.
When YoWindow is launched for the very first time, a tutorial is started.
The user is asked to swipe the screen a couple of times and press "live" button.
Turned out there's a problem.
10% of new users are giving up inside the tutorial.
To solve this we've made the tutorial non-blocking.
That means the user can start watching the weather right after the first launch.
The tutorial tips just running in the background.
Please test this new behaviour.
I encourage you to uninstall/install YoWindow.
Alternatively you can start the non-blocking tutorial from Menu/Test, but this is not a clean test.
- Radar (USA only).
Radar is a very popular way to observe the severe weather in North America.
At last Radar is becoming available in YoWindow.
Now we have an access to Radar images for the USA only (from NOAA).
I hope, in the future we to find more legal sources to receive Radar images.
Please give the Radar a good test.
We need to make sure the quality is high.
To open Radar select some town in the USA and go to menu/Radar.
Radar feature was made by our friend Oleg Kazmin.
