awoke sleeping partner checking weather

With my Galaxy III set to complete silence, not even vibrate allowed , the weathers' sound effects function chimed in at full volume. Bad enough my wife was awakened, just lucky I wasnt in chuch checkig the weather. I'm of the belief the master volume control should be honored by all aps?
