1. There is already a shortcut for this action - Tab key.
2. Technically this is a very complex task.
A workaround would be to use main-menu/Landscape/Landscapes... window to manage landscapes.
You may select and reorder them from there.

While investigating your suggestions I have found that the shorcut combinations are not displayed in the main-menu anymore.
So sad nobody including me have noticed this error before.
