Hmm... I don't know either.
All you seems to need to do is to visit testflightapp.com on your Android.
As far as I see most beta testers have successfully registered their devices.
Maybe you should try using different browser on Android?

I've got it! I tried a third browser, Chrome, and it worked. I have it installed on my phone and tablet.

The browsers that did not work were:
Boat Browser
Boat HD
Stock browser.

Thanks for letting us know. I hope now all the users who experience this Test Flight problem know way out.
