If so, you have to buy it - after paying you will get a registration-code sent to you by email.

If you just want to get the weather-forecast again (which seems to be invalid when you open the program): have you tried to press "F5" already? This not only fetches the current weather again but also the forecast (in the unlimited / the payed version the weather is fecthed without user-interaction).

The weather forecast comes from the norwegian meteorologial service (NWS, http://yr.no/) - they usually are very reliable but maybe there are times when it's not available due to maintenance reason or some other reason (you have an option to get the forecast from the NWS for locations in the U.S. instead of the yr.no-website).
