IOS 7.1.1 iPad 4 - app will not install

Hi,
I have bought the full version and it will not finish installing. I have deleted the failed app each time, waited hours in between, and tried reinstalling several times but it fails every time.
(I have successfully installed it on my iPhone 4s).

How do we fix this?

Can you explain what exactly is going wrong.
Any error message you see?
Any screen-shots of the problem?

The more details you can provide, the better the chance we can find a way to find the problem.

Are you running the latest App Store version?

There's something is wrong with App Store access.
Can you contact Apple support regarding this issue please?

Yes, it is App Store. But no clue how to contact App Store.

Probably there's something is wrong with the internet connection, also.

I was able to install on my iPhone at same time as tried and failed ipad installation.
