Can't apply "Animate clouds = No" in custom picture quality

- Go to menu Program / Options / Advanced / Display
- set Quality = Custom
- set Animate clouds = No
- Apply or OK
=> no effect. Next time you open the Options dialog, Animate clouds = Yes.
This is not a big trouble, since it's possible to set Quality = Moderate and you'll get cloud animation turned off. Still, I wanted to report this issue in case you care to fix it.

Observed in builds 222 and 226.
