I already explained to you that Winter is missing from your location's Season Map.
Without Winter in the Season Map there will not be a snow landscape.

Weather Underground or METARs are supplying the current conditions only.
The landscape is being controlled by the Season Map.

Please post your location's Season Map in the sub forum Season maps.

You need to post in sub forum Season maps.
You need to supply us with the dates that each season starts.

Winter is missing from your season map.
That is why the landscape does not show snow.
