Problems adding cities

I downloaded the newest version & am using Windows 7 32 bit. I cannot add another city as when updating it gets stuck.
Also...if I delete the first city I created & then add another city the program reverts back to the previous city I created. I re-booted with no luck. I then deleted the program & then did a re-install of the program & I still have the same problems....cannot add second city & cannot delete first city 7 add another.I am using the free version & want to buy the program but with this problem I will wait for an answer to this problem.
