I found one more parameter that you may wan to add to your code:

<param name="wmode" value="transparent">

That will keep some drop-down menus from getting hidden behind your image.

If possible, could you add Mauston, Wisconsin to your drop-down List http://www.yr.no/place/United_States/Wisconsin/Mauston/. It's about 60 miles north of Madison and 60 miles southeast of LaCrosse and would make a nice gap filler.
